Flagstaff Housing Launch

Housing and Local Government MEC Gugile Nkwinti will hand-over the Flagstaff Pilot Housing Project to beneficiaries tomorrow (October 14, 
1999) at a ceremony to be held at the site in Flagstaff.

The project of 30 housing units for the low-income group is now completed. To build the units the government awarded a grant of R450 000 to 
the Flagstaff TLC to build subsidy houses for 30 homeless families residing in the area.

Three local builders with each working with eight local general workers were employed to construct the houses. The project has also seen 
skills in the areas of bricklaying, plumbing and carpentry being transferred to the workers. Local business has also benefited by supplying 
building material for the project.

Since 1995 to date, the Department has delivered 1 021 housing units throughout the province under the pilot housing programme to reach its 
target of 1555. These pilot projects worth about R22,3m.

The objective is to:

- Kick-start and fast-tracking housing delivery in the province.
- Provide support to small and smaller local authorities lacking potential of attracting   established developers.
- Promote economic viability within beneficiary communities through job creation.
- Ensure effective participation of beneficiaries in their own development process and,
- Ensure acquisition and transfer of skills.

The scheme has been spread to all regions in the province with Eastern region getting an allocation of 255; Central 477; Northern
 373; East Griqualand 270 and Western grabbing 180.

The Department believes that housing is one of the major factors in the economy, having a high multiplier effect by also stimulating growth-
allied industries such as the cement, steel and paint industries.

Meanwhile, an application to build project-linked 2150 housing units in Flagstaff was received by the Provincial Housing Development Board 
(PHDB). However, only 500 units were approved by the PHDB. The land availability and services agreements have been completed. An agreement 
between the PHDB and the Flagstaff TLC is still outstanding.
